Pamela Kinnear


Pamela has over 20 years’ experience in national-level policy making, built in senior roles spanning government, non-government and research/advocacy organisations. Based in Canberra, she has held Senior Executive positions in the Department of Prime Minister and Cabinet, as well as other Commonwealth departments, research and statistical agencies. She also has a background in public policy advocacy, as Deputy CEO at Universities Australia and in think tanks and research institutes.  In these roles, Pamela has dealt with many controversial and high-profile issues such as: implementing major reforms to the Australian Child Support Scheme; recovery from major natural disasters, including the Victorian bushfires and the 2010-11 Queensland floods; the 2009 “Indian Student visa crisis”; child protection; population ageing; numerous aspects of higher education reform; mutual obligation and welfare policy; elder abuse and domestic violence; homelessness and others.

Through her Canberra-based company, Kinnford Consulting, Pamela combines her direct experience of high-pressure policy making, advocacy and leadership, her ongoing interest in contemporary social science and cross-cutting research, and her commitment to creative facilitation. This enables fresh insights for government and non-government clients on key organisational and public policy challenges such as: public data, data integration and privacy; policy trade-offs and implementation; genuine stakeholder engagement; complex adaptive organisational leadership and sense-making; building effective teams and personal capacity development.
